The site will need to develop an administrative manual that describes and provides guidance on the day-to-day administrative procedures of the site. The manual is expected to stipulate policies on employment, staff benefits and remuneration, training and staff development.

Every DSS will have its unique institutional character. The sub- sections here provide some sample material that might be covered in an Administrative Manual as concerns personnel.
