Migration poses one of the biggest challenges to establishing person- time exposure denominators, and tracking population events in DSS areas.  This requires full-time migration supervision and instruments to maintain the best possible estimate of the dynamic cohort under surveillance.  This section deals with the complexities of migration monitoring in a DSS.
